The window for appeals and rehearings has elapsed, and the case is now final.
The case does not actually ban physician dispensing, you simply do not have to allow it, especially if the provider is abusing and overcharging. I think it requires a deauthorization letter to discontinue dispensing. The initial authorization letter should also address dispensing.
